BANCHEREAU)<\/p>\n<p>Mme le Maire ouvre la s\u00e9ance et constate que le quorum est atteint.<\/p>\n<p>Le Proc\u00e8s-Verbal du 18 janvier 2024 est approuv\u00e9 \u00e0 l\u2019unanimit\u00e9 des membres pr\u00e9sents.<\/p>\n<p>Conform\u00e9ment \u00e0 l\u2019article L.2121-15 du Code G\u00e9n\u00e9ral des Collectivit\u00e9s Locales, Mr Christian GODIN est\u00a0nomm\u00e9 secr\u00e9taire de s\u00e9ance.<\/p>\n<h2>I \u2013 URBANISME\u00a0:<\/h2>\n<h3>1\u00b0 &#8211; Pr\u00e9sentation du dispositif \u00ab\u00a0Habitat l\u00e9ger\u00a0\u00bb par l\u2019association \u00ab\u00a0Hameau l\u00e9ger\u00a0\u00bb<\/h3>\n<p>Mme le Maire pr\u00e9sente au conseil municipal Mr Thibault WILLEMIN de l\u2019association \u00ab\u00a0Hameau L\u00e9ger\u00a0\u00bb, association cr\u00e9\u00e9e en 2017.<\/p>\n<p>Il est projet\u00e9 un diaporama sur la pr\u00e9sentation de l\u2019association \u00ab\u00a0Hameau l\u00e9ger\u00a0\u00bb et diverses r\u00e9alisations.<\/p>\n<p>Ce dernier indique les modalit\u00e9s du dispositif \u00ab\u00a0Habitat l\u00e9ger\u00a0\u00bb qui consiste dans de nouvelles formes d\u2019habitat r\u00e9pondant aux crit\u00e8res de la transition \u00e9cologique (faible impact foncier, mat\u00e9riaux \u00e0 faible impact carbone, imperm\u00e9abilisation limit\u00e9e, parcours r\u00e9sidentiel\u2026). Pour Treffendel, la parcelle retenue serait la parcelle communale cadastr\u00e9e section AB 173, d\u2019une surface totale de 4\u00a0494 m\u00b2, situ\u00e9e \u00e0 c\u00f4t\u00e9 du lotissement des deux fontaines.<\/p>\n<ul>\n<li>Foncier\u00a0: la commune reste propri\u00e9taire et elle loue les terrains par bail emphyt\u00e9otique<\/li>\n<li>L\u2019association d\u2019habitants g\u00e8re les entr\u00e9es \/ sorties \u2013 statuts de l\u2019association<\/li>\n<li>Ce dispositif permet un montage non sp\u00e9culatif \u2013 la commune garde la ma\u00eetrise fonci\u00e8re<\/li>\n<li>Subvention possible\u00a0: LEADER (fonds Europ\u00e9ens) \u2013 maxi 80 % des co\u00fbts<\/li>\n<li>Il est \u00e9galement pr\u00e9sent\u00e9 le montage financier (mairie \u2013 association de gestion \u2013 habitants \u2013 financeurs)<\/li>\n<\/ul>\n<p>Les diff\u00e9rentes phases du dispositif sont\u00a0:<\/p>\n<ol>\n<li>Etude de faisabilit\u00e9<\/li>\n<li>Appel \u00e0 projets \u2013 constitution d\u2019un collectif \u2013 accompagnement par l\u2019association \u00ab hameau l\u00e9ger \u00bb<\/li>\n<li>assistance aux ma\u00eetrises d\u2019ouvrage &#8211; constitution du projet (commune \u2013 collectif d\u2019habitants et ma\u00eetrise d\u2019ouvrage)<\/li>\n<\/ol>\n<p>Il serait souhaitable de faire une \u00e9tude de sols\u00a0pour d\u00e9terminer l\u2019humidit\u00e9 (zones humides du terrain).<\/p>\n<p>Il est possible de faire un assainissement non-collectif en auto-construction.<\/p>\n<p>Le conseil municipal prend acte de toutes ces informations et se donne le temps de la r\u00e9flexion pour le lancement de ce projet. Ce point sera revu lors de la prochaine s\u00e9ance du 07 mars 2024.<\/p>\n<p>Ensuite, Mme le Maire propose une convention \u00ab\u00a0Broc\u00e9liande Communaut\u00e9 \/ Commune de Treffendel) concernant un groupement de commandes pour la passation conjointe et l\u2019ex\u00e9cution d\u2019un march\u00e9 d\u2019Assistance \u00e0 Ma\u00eetrise d\u2019Ouvrage (AMO) pour la r\u00e9alisation d\u2019un projet d\u2019habitat l\u00e9ger sur la commune de Treffendel.<\/p>\n<p>Apr\u00e8s en avoir d\u00e9lib\u00e9r\u00e9, le conseil municipal, \u00e0 l\u2019unanimit\u00e9, d\u00e9cide d\u2019autoriser Mme le Maire \u00e0 signer la convention constitutive du groupement de commandes cit\u00e9e ci-dessus.<\/p>\n<h3>2\u00b0 &#8211; Droit de Pr\u00e9emption Urbain<\/h3>\n<p>Mr Charl\u00e9ric Banchereau, Adjoint \u00e0 l\u2019Urbanisme, indique au conseil municipal qu\u2019il a \u00e9t\u00e9 re\u00e7u en mairie une D\u00e9claration d\u2019Intention d\u2019Ali\u00e9ner pour la parcelle b\u00e2tie cadastr\u00e9e section AC 44, sise \u00e0 5 rue de la Gall\u00e9sie, d\u2019une surface de 456 m\u00b2. Il est propos\u00e9 de ne pas faire valoir le droit de pr\u00e9emption.<\/p>\n<p>Apr\u00e8s en avoir d\u00e9lib\u00e9r\u00e9, le conseil municipal d\u00e9cide, \u00e0 l\u2019unanimit\u00e9 de ne pas faire valoir son Droit de Pr\u00e9emption Urbain sur la parcelle b\u00e2tie cadastr\u00e9e section AC 44.<\/p>\n<h2>II \u2013 FINANCES\u00a0:<\/h2>\n<p>Compte-rendu de la commission \u00ab\u00a0Finances\u00a0\u00bb du 27 janvier 2024<\/p>\n<h3>1\u00b0 &#8211; vote de la subvention \u00e0 l\u2019OGEC \u2013 Ecole priv\u00e9e \u00ab\u00a0Saint-Malo\u00a0\u00bb<\/h3>\n<p>Madame le Maire informe le conseil municipal que la commission \u00ab\u00a0Finances\u00a0\u00bb propose le mode de calcul au vu des co\u00fbts de fonctionnement d\u2019un \u00e9l\u00e8ve Primaire et Maternelle de l\u2019\u00e9cole publique pour l\u2019ann\u00e9e 2023 pour la subvention vers\u00e9e \u00e0 l\u2019OGEC (Ecole Priv\u00e9e St-Malo Treffendel). Vote des subventions aux associations + classes \u00ab\u00a0d\u00e9couverte\u00a0\u00bb et \u00ab\u00a0animations\u00a0\u00bb des deux \u00e9coles<\/h3>\n<p>Madame le Maire pr\u00e9sente au conseil municipal le tableau de propositions des subventions aux associations + les classes \u00ab\u00a0d\u00e9couverte\u00a0\u00bb et \u00ab\u00a0animations\u00a0\u00bb des deux \u00e9coles.<\/p>\n<p>La commission \u00ab\u00a0Finances\u00a0\u00bb rappelle, pour les associations sportives, le principe d\u2019une augmentation tous les 3 ans, plut\u00f4t qu\u2019annuelle index\u00e9e sur le co\u00fbt de la vie. (2022 \u2013 2023 &#8211; 2024)\u00a0:<\/p>\n<ul>\n<li>10.50 \u20ac par adh\u00e9rent d\u2019associations sportives,<\/li>\n<li>5.70 \u20ac par \u00e9l\u00e8ve pour l\u2019arbre de No\u00ebl des associations de parents d\u2019\u00e9l\u00e8ves des 2 \u00e9coles<\/li>\n<li>0.53 \u20ac par \u00e9l\u00e8ve pour les frais de fonctionnement des associations de parents d\u2019\u00e9l\u00e8ves des 2 \u00e9coles + augmentation de la part fixe \u00e0 108 \u20ac<\/li>\n<li>Classe \u00ab\u00a0d\u00e9couverte\u00a0\u00bb\u00a0: 6.50 \u20ac par \u00e9l\u00e8ve et par jour (except\u00e9 pour les \u00e9l\u00e8ves Hors Commune) \u2013 limit\u00e9 \u00e0 une classe d\u00e9couverte par \u00e9l\u00e8ve et par ann\u00e9e scolaire<\/li>\n<li>Classe \u00ab\u00a0animations\u00bb\u00a0: 3.25 \u20ac par jour (except\u00e9 pour les \u00e9l\u00e8ves Hors Commune) \u2013 limit\u00e9 \u00e0 4 jours par \u00e9l\u00e8ve et par ann\u00e9e scolaire + ne pas d\u00e9passer 60 % du co\u00fbt de l\u2019animation<\/li>\n<li>faire figurer sur le tableau du vote des subventions toutes les associations qui \u0153uvrent sur Treffendel et qui ne sollicitent pas de subventions. Il sera not\u00e9 en pr\u00e9ambule que la plupart des associations b\u00e9n\u00e9ficient \u00e0 titre gracieux de l\u2019utilisation des locaux communaux et \u00e9quipements (Ex\u00a0: Club de l\u2019\u00e2ge d\u2019or, Association ETRE\u2019S) et d\u2019indiquer que certaines associations reversent des fonds \u00e0 d\u2019autres associations (Ex\u00a0: Th\u00e9\u00e2tre) ou associations qui participent \u00e0 l\u2019organisation des manifestations (Ex. VTT)<\/li>\n<li>cr\u00e9er une ligne \u00ab subvention exceptionnelle \u00bb pour le Comit\u00e9 des F\u00eates qui pourrait \u00eatre activ\u00e9e si cette association \u00e9prouvait des difficult\u00e9s financi\u00e8res. En effet, les enjeux financiers sont importants, notamment li\u00e9s aux al\u00e9as de la m\u00e9t\u00e9o au moment de la f\u00eate (feu d\u2019artifice) et le conseil municipal a toujours affirm\u00e9 sa position d\u2019intervention financi\u00e8re dans ce cas.<\/li>\n<\/ul>\n<p>Apr\u00e8s en avoir d\u00e9lib\u00e9r\u00e9, le conseil municipal, \u00e0 l\u2019unanimit\u00e9 vote les subventions suivantes\u00a0:<\/p>\n<h4>Associations sportives<\/h4>\n<table style=\"border-collapse: collapse; COMMUNE\u00a0: tableau des amortissements des \u00e9quipements<\/h3>\n<p>Madame le Maire informe le conseil municipal qu\u2019au vu de la nouvelle nomenclature M57, les amortissements des \u00e9quipements et des subventions n\u2019est pas obligatoire pour les communes de moins de 3\u00a0500 Hab. De plus, les amortissements doivent se faire au prorata temporis, c\u2019est-\u00e0-dire d\u00e8s la mise en service de l\u2019\u00e9quipement, ce qui complexifie la proc\u00e9dure. Mr le Tr\u00e9sorier nous pr\u00e9conise de ne plus amortir \u00e0 compter de 2022.
